When I paid Kosovo a working visit two months ago, I could see why many find it difficult to fathom the international presence in that country. Moreover, I got the impression that the different levels did not always work together that well.
The European institutions should not simply shrug their shoulders. We are caught up in this. Via the EULEX mission, Europe is responsible for the situation on the ground. EULEX should adopt a more assertive stance and should assist the Kosovar authorities wherever it can, whether this is solicited or not.
I should like to underline two things. First of all, I urge the Member States that have not yet recognised Kosovo to reconsider their stance. There is no way back for Kosovo within Serbia’s borders. Secondly, I call for a master plan for the Western Balkans, which should work at a tangible level with all the countries involved to help them get ready to join the European Union. This is Europe’s commitment with regard to the Western Balkans."@en1
