"Madam President, the right to determine who may cross your borders and settle on your territory is a defining attribute of statehood. For years this Parliament has been seeking to bestow that attribute of statehood on the European Union, doing so without the consent of the voters and, in so far as one can judge from the results of the French, Dutch and Irish referendums, in the face of active opposition from the voters. The question of illicit migration ought to be a national prerogative and the question of sanctions against employers of illicit entrants ought certainly to be reserved to the Member States. If the European Union wants to extend its jurisdiction into this field it ought first to secure the wholehearted consent of the people for the legal basis on which it intends to do so. That means putting the Lisbon Treaty to a referendum. ."@en1
