"Madam President, I voted for this report because I feel, for the first time, that the European Union is in synchronisation with the United States. President Obama has been elected to office saying that he is going to put the environment first in his programmes. But I do not know whether my constituents will accept that we are actually going to make any difference. Even if the United States and the European Union act in concert to limit the emission of carbon, we must consider what will happen if we do not do enough to encourage the emerging India and China to do the same – by transfer of technology and by helping the Chinese and the Indians to find the most modern low-carbon technology that we can export and help them to partner. The fact is that, as we speak, China is making the production of carbon-intensive coal-fired power stations come on stream every two weeks. So how are we helping ourselves limit this thing without helping the transfer of technology?"@en1
