) This report promises a great deal. It contains virtually every issue that has been mentioned in the climate debate over the last two years or more. Nevertheless, I think this piece of work lacks the punch, drive and force that are actually needed to pursue the political line that we have initiated in Europe with regard to climate issues.
No measures are proposed with regard to the protection of land and soil. As regards water resources, there is a whole package of proposals in the World Water Forum that could have been included. When it comes to energy efficiency, there are options that have not been included in areas where we have the opportunity for decision-making in Parliament. Alternative fuels are also treated with far too much restraint. In the very important area of health, the report focuses on the collection of facts and the control of mosquito bites, where, instead, we need major strategic decisions in Europe to cope with the effects of climate change on human health.
There are options here, too. In this regard, we needed to come up with more with regard to growth and jobs. It is, of course, possible to create jobs in Europe. They are needed here.
We need to anchor the measures in economic policy. In a few weeks’ time, the Council of Ministers will meet to discuss the funding of the decisions that are to be made in Copenhagen – extremely important decisions, which we in Parliament could have had a great deal of influence over. Without this anchoring in economic policy and in a policy for work and growth, there is a risk of this report becoming ‘like a candle in the wind’, a nice document, but one lacking the drive and decisiveness that we need when it comes to these issues."@en1
