"Mr President, the fight against terrorism must be a joint effort to which all democracies should make a contribution. This means not just Europe, but also the United States, as well as others. Guantánamo does not fit into a constitutional state, because in a constitutional state a suspect, even a terrorist, is entitled to protection and a fair trial on the basis of the values we share with each other. I value President Obama’s decision to close down Guantánamo Bay, but it cannot, and indeed should not, be the case that the problem is, in the first instance, placed at Europe’s door. After all, the people in Guantánamo Bay are prisoners, and not people that can be trifled with. We can be helpful, but if we are helpful, if there is no other way, this is only possible on the basis of a European decision, European standards which we will need to establish jointly. We should clearly recognise that it remains an American problem in which we could prove helpful, if only for the fact that human rights are paramount to us."@en1
