"Mr President, Guantánamo and its secret prisons should never have been established in the first place. It is the United States that has the main responsibility for closing the prison and the treatment of the prisoners afterwards, but humanitarian reasons and considerations of human rights speak for their reception in the Member States. Each Member State will decide on the basis of its own laws whether to receive them or not. At the same time I would like to remind this House of the millions of refugees around the world and of the refugee camps where people have lived for years. We look away; we turn our back. Proactive thinking on human rights is regrettably selective in the EU."@en1
