"Mr President, Guantánamo is a problem that was not created by the European Union. It is a problem that, to be sure, would not exist if the European Union – as well as condemning it so many times – had truly rejected it, rather than passively and, at times, actively, collaborating in the very existence of that black hole of international law. Yet it is clear that we did not create it ourselves. However, we most certainly do have a duty to cooperate in order to put an end to this situation. This is a clear duty that we should carry out. There is no doubt that each case must be dealt with individually. The prisoners of Guantánamo cannot be dealt with as if they were an undifferentiated herd. They are people with rights, but also with their own personal stories. Some of them are criminals who must be tried as such; some are innocent and some, no doubt, are potentially dangerous. In line with its values and principles, as well as its generosity, the European Union can become involved, by drawing up a common response that will help to solve this problem while respecting our own rules."@en1
