Just as I voted against the agreement with the USA, I also voted against the report on the Agreement on scientific and technical cooperation between the EU and Russia. I did so for exactly the same reason. It troubles me that it does not have a chapter devoted to an agreement on common ethical limits for research. I regret the fact that the Commission and the Council underestimate this all-important aspect of research and do not even attempt to frame such an agreement. It is as if they are not aware that ethical limits have a place, more than anywhere else, in science, where preliminary caution is so necessary. At least in the case of science and research financed from public funds, an international agreement on ethical principles would be entirely appropriate within such a cooperation agreement."@en1
