"I feel that this legislative initiative is welcome at a time when workers from third countries account for a non-negligible percentage of the European Union’s labour force, making illegal immigration a concern. With this in mind, I would like to stress the need to establish a legislative framework which will allow us to define more clearly the sanctions to be imposed on employers of third-country immigrants staying illegally in the European Union, considering that illegal work is an alarming problem at European level and exploitation of the immigrant labour force is a reality.
We also need to be aware that a number of employers are boosting their profits by employing immigrants without papers, thereby avoiding payment of social insurance contribution or taxes to the state. We must also ensure that this kind of behaviour is appropriately punished.
This is why each individual state must adopt measures to combat illegal employment, offer greater protection to immigrants and organise regular inspections, especially in business sectors where illegal immigrants are assumed to be employed. We also want access to be given to the European labour market in a controlled manner and for immigrants’ rights to be respected. For this reason, we are asking Member States to adopt all the measures necessary to ensure more effective cooperation and facilitate the exchange of information between the national authorities involved."@en1
