"Madam President, the rapporteur Claudio Fava and the shadow rapporteurs truly deserve our hearty congratulations. They have managed to achieve an exceptional compromise with the Council, with the help, of course, of Vice-President Mr Barrot, whom I also congratulate. At long last, the directive imposing sanctions on employers of illegal immigrants has been advanced to the stage of final approval. I believe that, formulated as it is now, the directive will effectively serve the objective of combating the employment of illegal immigrants. This is the first time that the European Union has turned its attention in the right direction towards people who exploit illegal immigrants, towards employers who break the law. At long last, the employment of illegal immigrants has been criminalised. The criminal and other sanctions provided for in the directive will, I am sure, be a frightening deterrent which will help to limit and prevent the unacceptable exploitation of illegal immigrants. Multiple, balanced and realistic sanctions are provided for in the directive. I trust that they will prove to be effective. Despite the fact that illegal immigrants are treated as victims and protected by the directive, they too are being given a dissuasive message that it will no longer be easy for them to find employment and, consequently, that there will be no attraction in obtaining work even on unfavourable terms. However, special care must be taken for all those illegal immigrants who are already in the European Union. In my country, Cyprus, where illegal immigration is a huge problem, illegal employment was criminalised some time ago. Of course, it has not wiped out illegal employment, but it has limited it. However, with the multiple sanctions provided for in the directive and the system of inspections of employers being introduced, the problem of employment of illegal immigrants and of illegal immigration in general will certainly be mitigated."@en1
