"I want to stress the European Union’s need for an external energy policy so that the 27 Member States can speak with a single voice during negotiations with major producers. This is the only way in which the European Union can obtain affordable prices for importing gas and oil, along with guaranteeing energy security. Diversification of energy supply sources must be one of the European Union’s major goals. However, I wish to draw your attention to the fact that the Russian gas pipeline project, South Stream, is not making any contribution at all to this diversification as the supply source remains exactly the same, Russia. Furthermore, the huge costs involved in building this gas pipeline would end up increasing the price of gas, a price which European consumers would be obliged to pay. This is why, in my view, the European Union needs to urgently take action to include in future agreements with Russia and Ukraine some comprehensive clauses on energy interdependency, which will set out clear obligations and effective mechanisms for rapidly resolving any problems.
