"Madam President, the gas crisis and the financial crisis are forcing us to take rapid and pragmatic action which is above individual interests and ideas that are economically unjustified, such as the Nord Stream pipeline. The Second Strategic Energy Review does not give the desired added value. A series of issues mentioned in the review face significant difficulties in their realisation. The citizens and the economy of the EU require rapid and specific decisions and action which will ensure relatively low and stable energy costs over the next 15 years: decisions which will lead to the most significant savings possible in industry, transport and homes; decisions which will in large measure reduce the dependence of the EU economy on the import of hydrocarbons and ensure their correct supply; decisions which will lead as quickly as possible to the development of a programme and plan of specific research-based measures and how to finance and implement them. As a result of these economic measures CO emissions will be reduced, and the bureaucratic trading of emissions — so good for the traders, but not for the economy — will not be necessary."@en1
