"The chances of the EU and the international community changing the basic reality in Somalia are slight. However, tackling one of its consequences, piracy, is much more within our grasp. We must not forget that piracy is primarily a means of generating an income for the groups living in the south and middle of Somalia. This income is used in turn to fuel the conflicts being waged within the country and region. A stronger naval presence in the region may have a positive influence on the security environment in Somalia and, consequently, in the region as a whole. The EU must therefore support the moderate elements in the Somali leadership, who are firmly committed to stability and peace in the region. Combating piracy is an option available to the European Union, which has the necessary military capability and can contribute not only to restoring the safety of a vital transit route, but also to establishing stability and peace in the region."@en1
