The interweaving of problems and conflicts is such that the EU must pay constant attention in order to avoid a dramatic deterioration of the situation. I believe, as does my group, that the situation in the Horn of Africa requires an urgent, comprehensive approach. As has been said, the main difficulties arise from the numerous conflicts between the various countries of the region. For this reason, it is absolutely essential to work on security and its many interrelationships, such as how changes of government should be monitored; those governments should be urged to make a proactive commitment to improve human rights."@en1
