lpv:spoken text	"I voted against Amendment 103 in the Catania report, which proposed that long-term non-citizens should participate in elections to the European Parliament as well in local elections in order to promote social and political integration. In fact, elections to the European Parliament are equivalent to elections to the national parliament. To participate in them is the right of citizens. Otherwise, citizenship will lose its meaning, and also incentives would be lost for non-citizen residents to apply for citizenship. Only in this way can we retain the vital balance between rights and responsibilities that only citizens can have."@en1
