In this context we believe that many of the issues dealt with by this report are properly in the purview of Member States and not matters on which the EU should try to impose a policy. The report also contains a number of issues which are matters of individual conscience, for example, the implicit recommendation on euthanasia and the decriminalisation of hard drugs. For these reasons, we are unable to vote in favour of this report."@en1
