"The European defence procurement market is highly fragmented, which has a negative economic impact. The main aim of the adopted directive is to do away with this fragmentation and to create a common defence market on the territory of the European Union, while taking account of the specific aspects of the defence market and protecting the security interests of the Member States. The Member States have based their decisions on the premise that the current public procurement directive takes inadequate account of the specifics of public defence procurement. This has resulted in various instruments adopted in the directive on awarding contracts, selecting bidders or contractual terms imposed by the contracting entities. The controls built into the directive should also guarantee bidders adequate legal protection, promote transparency and non-discrimination in the award of contracts. I believe that the regulations adopted will be an important contribution to opening the market, while taking due account of national security. The Directive should also lead to cost optimisation, both in national budgets and on the part of industry, and ensure that the armed forces will be equipped with the best equipment available on the market."@en1
