"Madam President, Mr President-in-Office of the Council, I have discovered from your Czech historians the reason why you have not ratified the Treaty of Lisbon: they talk in fact of the magic of the figure 8, as in 2008. This figure punctuates your history, they say: in 1918 Czechoslovakia was created and, in 1348, Prague. They cite forty-odd examples and, in particular, three recent painful ones: 1938, when France and the United Kingdom abandoned you; 1948, when you were set aside by a ; and 1968, when the Soviet tanks rolled in. So 2008, I can understand – you put it to one side because you thought ratifying the treaty that year was suspect, all the more so since some people were comparing the limited sovereignty of Brezhnev with the treaty. In spite of all his faults and his past, comrade Barroso, who is here, is not Brezhnev! We are part of a project that is characterised by its shared and voluntary sovereignty. The Treaty of Lisbon is just one moment in this history; it is just one stage in this history. I beg you: 2008 is over, ratify in 2009!"@en1
