"The common position arrived at by the Council of Ministers for Employment, Social Policy, Health and Consumer Affairs on 9 June 2008 forms part of the standing objective of the neoliberal forces currently reigning in the EU to deregulate industrial relations and undermine the role of the trade unions and workers' rights. The automatic exemption clause encourages employers to abolish fixed and regulated working times, while the twelve month averaging clause adds an additional blow to the permanency of work. As far as on-call time is concerned, working time has been divided, with the result that inactive time does not count as working time. That is why I support the positions and amendments tabled by the GUE/NGL Group seeking the wholesale rejection of the Council's common position and the abolition of the automatic exemption clause as well as the amendments tabled on the abolition of the extension of the reference period and the division of on-call time into active and inactive time."@en1
