lpv:translated text	"Mr President, the European Union currently lacks a comprehensive plan for cooperation with countries on its eastern borders. Besides the long-term objectives which the European Union has set for these countries, we should also define specific short-term objectives, as well as implementing a system to assess to what extent these countries comply with established principles of cross-border cooperation. In terms of our borders with third countries, the FRONTEX agency’s work should include measures to tackle human trafficking. Most importantly, all high risk areas should have joint, regular, permanent and operational surveillance patrols throughout the whole year. As a key element of the European Union’s global strategy on immigration, the mission of the FRONTEX agency should be to secure the Union’s external borders, while also ensuring it does not become an instrument for creating new borders – boundaries which divide Europe – and building new walls."@en1
