"The aim of the Tampere and Hague programmes, which we are now debating due to Gérard Deprez’s question, is to implement a European area of freedom, security and justice, by means of essential cooperation among the Member States and between them and the EU’s institutions. This is to be achieved by reinforcing measures that guarantee freedom, security and justice which are essential to the process of European integration. Our Union will only truly exist, however, when we establish, alongside the internal market and economic cooperation, a common area of freedom, security and justice; when European citizens also feel free, with their fundamental rights safeguarded, and when there is equal justice for all. As a result, the development of cooperation in this area is extremely important. However, the Treaty of Lisbon will be decisive, as its provisions in this area are sovereign and grant competence to the European Parliament and the national parliaments."@en1
