"We Swedish Social Democrats regret the fact that the number of road traffic deaths within the EU has not fallen at the rate required to achieve the European Traffic Safety Programme targets. We welcome more effective cross-border monitoring of traffic offences and the establishment of an electronic information system as a means of increasing traffic safety. Traffic safety will always be a high priority issue for us. Unfortunately, the proposal lacks a legal basis if a country chooses to deal with traffic offences as an administrative matter within the area of criminal law, as is the case in Sweden and in a number of other Member States. As a consequence, it will be difficult to apply the directive in Sweden and a number of other Member States, while the legal basis for the whole directive may also be brought into question. We have therefore chosen to abstain."@en1
