Although the reports tackle different aspects of the climate package, it is possible to identify a global approach.
Given that the overall increase in energy consumption is set to continue and given that those energies which emit most CO
are also the most expensive, it is easy to see why the adoption of energies with lower CO
emissions is both an environmental and an economic necessity. For this reason, it is vital to invest in technologies that reduce energy consumption and in technological solutions that reduce the emissions that will always exist. Those industries which produce goods that emit most CO
must adapt. They can, and must, be encouraged to produce more technologically advanced goods, particularly through government procurement rules, rather than being penalised. Likewise, those industries that emit high levels of CO
during their production process need to receive support for research and innovation, in order to become more competitive, rather than be subject to rules that penalise production, thereby making it unviable in Europe. Lastly, there is a vital need to reduce energy dependency, by diversifying sources and suppliers. This approach must be used to encourage the use of those energies which emit less CO
