". We agree with the need to reduce greenhouse gas emissions and with the establishment of a system for that purpose. However, we have very serious doubts about the system proposed which, although stating that it is based on the ‘principle of solidarity between Member States and the need for sustainable economic growth’, then insists that only the countries should pay the bill, through their national budgets – and not through the Community budget – according to the different conditions of development in which they find themselves. In allowing the transfer of emissions between Member States through ‘trading’ or by using ‘market intermediaries’, mechanisms are established which will increase the existing disparities in economic power between Member States, to the benefit of the major powers. Furthermore, a significant part of the effort will be outsourced to third countries, thereby increasing international pressure on least developed countries to yield part of their sovereignty in exchange for (pseudo-) aid, by opening up their economies to investments from Community undertakings. All these measures are intended to exert pressure in order to obtain an international agreement which, in a context of severe economic crisis, will accentuate the capitalist view of the environmental issue."@en1
