I would like to point out that the codecision procedure, which has been fast-tracked in the interests of achieving agreement at first reading, has not fully respected democratic transparency, and Parliament has found itself voting on a sort of . Despite this, I am very pleased with Mrs Doyle’s proposal because of the flexibility given to sectors at risk of carbon leakage.
