"− This report represents a revolution in the way we produce energy in the EU. The target of 20% renewable energy by 2020 is extremely ambitious but necessary if we are to win the fight against climate change. I hope, however, that the Commission will be flexible in its interpretation of when these targets are met if they are to include large projects such as the Severn Barrage.
The 10% target for road transport fuels is a vital part of this package and of the efforts to achieve the EU’s goal of a low carbon economy. This so-called ‘biofuels target’ has been greatly improved to ensure that only those biofuels which deliver real emission reductions without increasing food prices are allowed in the EU. A strict set of social criteria has also been included which will safeguard people in the developing world who could otherwise have been adversely affected by the rapid development in biofuel production."@en1
