"I support the gradual elimination of cost-free permits to emit greenhouse gases for a broad spectrum of industries. I am sorry that the Council has objected to the transfer of revenues from their sale to pay for heating for homes. I appreciate that the French Presidency has managed to bring about an agreement between the old and the new Member States and has made concessions in the reference year or up to 2007. I gladly supported a compromise which enables the aims of the Kyoto Protocol to be achieved, while taking account of the economic situation. I would like it to go on record that I request a correction of the vote on the final legislative resolution since, although I voted for the resolution, the monitoring light incorrectly shone red."@en1
