"Mr President, Commissioner, many of my fellow Members have pointed out, even just now, the inadequate take-up of budgets, particularly where the Structural Funds are concerned. It is therefore essential that we remedy this situation by taking appropriate, practical measures. I am delighted to see included in this budget the amount of EUR 2 million for the Erasmus pilot project for local and regional elected officials, a project which I personally proposed several months ago. Indeed, this inclusion in the budget follows on from the specific proposals in my report on governance, which was adopted last October, and by a very large majority in this House. In order to implement our regional development policies effectively, it is not enough to adopt regulations and budgets. It is vital that elected officials who manage local and regional projects can become real engines for achieving the objectives of Lisbon and Gothenburg, by using their knowledge. With this Erasmus scheme for local and regional elected officials, we can both strengthen human links and, above all, provide the means for more rapid and more effective use of the Structural Funds. Many associations of elected officials have already informed me that they are enthusiastic about this Erasmus scheme for local elected officials. Furthermore, with the support of the Directorate-General for Regional Policy, we will be able to launch this new instrument and thereby apply the slogan:"@en1
