"Mr President, I too wish to thank the rapporteur, Mrs Hassi, and all those who have been involved in the talks on this difficult directive.
Clearly, we also need strict, tenable targets for sectors not included in emissions trading, as these will help us to do a lot to ensure that we create an energy-efficient society.
Those sectors the directive applies to, such as construction, transport, agriculture and waste management, are those where we have an opportunity to develop new skills and expertise, and, in fact, they are already there to a large extent. If there is adequate regulation, these skills and expertise can also be utilised. In this sense, it was excellent that Parliament was able to add the words ‘energy efficiency’ to this directive in no uncertain terms."@en1
