"Madam President, ladies and gentlemen, respecting the environment and competitiveness should not be separated. Together they produce performance. Unfortunately, the mechanism put forward by Parliament will remain a compromise that may be ineffective, because it is lacking two things. It lacks the establishment of compensatory rights at the borders. Without this key element, our requirements will not be compensated for at global level. They will become additional production costs, curbs on expansion, accelerators of carbon leakage, imports destroying our jobs. Without any compensatory rights at the borders of the Union, our qualities are in danger of becoming defects. It also lacks a bold policy to allocate carbon rights to forests and the wood industry. This would have increased the value of forests in developing countries, limited CO emissions and promoted the most elementary source of carbon. These two common-sense remarks mean that this report, which is full of good intentions, could just be a huge waste of energy."@en1
