"Mr President, the latest European summit will be seen as marking a turning point in history. As far as the new Member States are concerned, it is comparable in importance to the accession negotiations and treaties. This is because of the significance of the energy and climate package. I was pleased with the news concerning the Union’s unity, and with its capacity to reach a difficult compromise regarding the energy and climate package. I would like to sound a word of warning though, and point out to the House that this compromise only marks the beginning of the road ahead. Only in 2020 will we discover if we have achieved success concerning climate and energy. In other words, only then will we find out if the ‘3x20’ objective has been achieved and if the economies of the new Member States, notably Poland, have been modernised effectively without having to bear unduly severe social and economic consequences. The decisions on ratification of the Treaty of Lisbon are cause for optimism. Conversely, the proposals relating to joint action to combat the financial crisis are disappointing. So too, in particular, is the deepening economic crisis in the European Union, which is making itself felt ever more strongly amongst the citizens. I therefore call on the Commission and on the incoming Presidency to present a genuine programme of joint actions that will prevent a rise in unemployment in Europe and a fall in the Union’s economic growth."@en1
