lpv:spoken text	". − MEP Mitchell presented a plan which articulates a collective Community response to the rising and volatile costs of food in developing countries by providing guidelines for rapid responses and safety net procedures for forthcoming harvests. The facility also seeks to provide structural long term support, which is graduated and differentiated according to the needs and requirements of each situation. It provides for 1 billion Euros to be allocated until 2010, according to strictly regulated criteria. Food security provides a basis for Development of all kinds, and combating hunger worldwide is a complex but essential question for which we urgently need to find a solution for.
