"I have voted for this proposal, despite having reservations over the establishment of quotas. Even though some MEPs firmly believe that this is the best way to ensure the participation of women in political and public life, in my view it constitutes positive discrimination and an undervaluing of women to a certain extent. The participation of women in the democratisation of the Balkan region is essential. Resolving the situation in the Balkans requires a comprehensive vision, involving the contribution of both men and women. Women must have equal access to the labour market, including access to senior positions, and they must be adequately rewarded for their work, at a comparable level to men. If there are legislative obstacles to an equivalent status for men and women they must be removed. We must also seek to amend the negative image of women that has arisen through cultural differences and racial and ethnic discrimination. In view of the prolonged period of military conflict in the region there is a need to devote special attention to the psychological and physical rehabilitation of women, who have often been the victims of sexual exploitation and violence. Respect for the human rights of both men and women should be the main criterion for any future acceptance of Balkan candidate states into the structures of the EU."@en1
