The adoption of a common position on the Code of Conduct on Arms Exports to third countries is vital for the orderly implementation of the future Directive on intra-Community transfers of defence-related goods and for an official control of arms exports. It is true that we need a solid legal base for this Code of Conduct that will allow us to look again at the current arms embargo against China. There are still difficulties with Beijing, but they should not be bracketed on this issue between Burma and Zimbabwe."@en1
