"The multi-year herring stock management plan in the west of Scotland is welcomed. I believe that the monitoring of licensed fishing vessels authorised to fish in the area in question should be conducted using electronic logbooks, and that flag Member States transfer catch reports to the Fisheries Monitoring Centre on a daily basis. Vessels licensed to fish in one area should not be allowed to fish in any other area than in the west of Scotland during the same fishing trip. It is important that data are developed to serve as a basis for the scientific assessment of herring stock in the west of Scotland. Therefore, in addition to the existing acoustic surveys which are carried out to determine the adult herring surplus indices, I support the pilot (MIP) network investigation in 2008 and 2009, allowing us to determine the appropriateness and effectiveness of this method, and to provide a second, independent herring surplus index in the area west of Scotland; I welcome this initiative. I also agree with the Commission on the fact that the management plan should be revised every four years, taking into account the recommendation of the Scientific, Technical and Economic Committee for Fisheries (STECF). However, if any changes are proposed after this review, they need to be discussed with the Pelagic Regional Advisory Council and the European Parliament."@en1
