"Mr President, the European Union’s attempt to adopt this development strategy, which assumes that a drastic reduction of carbon emissions generated by human activity will have a significant impact on cyclical climate change, and the attempt to impose such a strategy on the whole world, is the most utopian idea of our time.
I will mention several figures which will fully demonstrate the absurdity of this assumption. For instance, the International Energy Agency maintains that reducing carbon emissions by 50% will have cost the world approximately USD 45 billion by the year 2050, and that this amount of money will reduce temperatures, and I quote, ‘by 0.02 degrees’, that is, by less than the statistical error, which can have no effect on the progress of cyclical climate change. At the same time, it will result in a rapid decline in the development of human civilisation."@en1
