"I do not wish to start a debate, as I am sure you understand. I am just advising you of the law that applies in this House. Of course, every Member has the right, during voting time on Thursday afternoons, to table oral amendments. In accordance with our rules, a certain number of Members may oppose them. I should also like to advise you that these questions have already been decided at the highest level in the past. Obviously, if ever it was because of the Members’ disaffection that an oral amendment which the House obviously did not want was imposed purely by reason of the fact that there were too few people present to oppose it, we would revert to the initial text, in order to avoid having an orally amended text which was unacceptable.
