". The Convention on Cluster Munitions (CCM) adopted by 107 countries in 2008 will be open for signature as from 3 December and will enter into force once 30 ratifications have been secured. The Convention will prohibit the use, production, stockpiling and transfer of cluster munitions as an entire category of weapons and States Parties will be required to destroy stockpiles of such munitions. This motion for a resolution, which we support, calls on all states to sign and ratify the CCM at the earliest opportunity and to take steps at national level to begin implementing the CCM even before it is ratified. The motion for a resolution calls on all states not to use, invest in, stockpile, produce, transfer or export cluster munitions until the CCM has entered into force. It also calls on all the EU Member States to provide assistance to affected populations and to support the clearance and destruction of cluster munition remnants. Finally, it calls on all the EU Member States not to take any action which might circumvent or jeopardise the CCM and its provisions, in particular through a possible Protocol to the Convention on Certain Conventional Weapons which might allow the use of cluster munitions."@en1
