"The demographic forecasts indicating that the EU’s working population is going to shrink by 48 million by 2050 and that the dependency ratio is going to double, reaching 51% by 2050 highlights the fact to us that, in the future, ever-increasing numbers of immigrants with a variety of skills and qualifications will be attracted to some Member States to counterbalance these negative trends. The significant discrepancies with regard to the definition and admission criteria applied to highly qualified workers obviously restrict their mobility throughout the whole of the European Union, affecting the efficient redistribution of legally residing human resources and preventing regional imbalances from being eliminated. As a representative of a Member State which joined the European Union in 2007, I voted in favour of this report, which will regulate effectively current and future requirements for highly qualified labour, taking into account the principle of Community preference applied to EU citizens."@en1
