It stipulates in the report that EU states are obliged to give priority to European citizens, something which benefits Romanian citizens from the perspective of the restrictions applied to the labour market by a number of EU states. The report offers people who meet the conditions provided for by the directive the opportunity to have an EU Blue Card issued, with an initial validity of two years, which can be renewed for a further two years.
