"I would like to add my congratulations for the report. It is very important for me that it underlines the importance of improving the systems for monitoring and controlling European funds and recommends simplification of these procedures. I fully agree with the findings and recommendations made to the European Commission, because they are exceptionally fitting. I would like to mention here the regrettable example of the ineffective control system mentioned in respect of Bulgaria. My country continues to be criticised for irregularities in the management of funding from the pre-accession programmes by several executive agencies. This is clear evidence that mismanagement on the part of the Bulgarian government has resulted in misuse, and the results that the pre-accession mechanisms aimed for were not achieved. However, I believe that if the Commission had taken and adopted the effective control mechanisms required, this would not have happened. Although this is acknowledged in the Commission’s answer on page 51 of the report, it is unclear to me exactly what specific measures need to be taken."@en1
