"The mobility of persons from third countries within the territory of Member States of the European Union presents a major challenge for Europe in a globalised world dominated by tough economic competition. We are adopting common European rules making it possible to manage migrant flows into Europe and to limit illegal migration. It is right to welcome the Commission’s suggestion to speed up the reception process for workers and to provide them with better conditions of residence in order to increase the attractiveness of the EU to highly qualified workers from third countries. The deciding factor is not only a rapid reception process for workers, free of bureaucratic obstacles, but common and unified conditions of access for all of the 27 different labour markets. Whilst debating both reports, one must mention that in the EU, barriers to the employment of people from new Member States still exist."@en1
