"Mr President, Member States should continue to decide for themselves about the right of entry of migrants to their territories, and as long as there are people without jobs in our Member States, I continue to be doubtful as to the need for stimulating legal immigration.
The Commission proposal, contrary to what is being suggested, does not bring a simple procedure any closer. Alongside the Commission proposal, national regulations remain in force for migrants with sound qualifications, and additional requirements are possible. What value then does a European regulation add? This does not answer the question of educational establishments and industry. They want an unambiguous system for workers and students from outside the European Union, and this is set to create additional red tape, while less was promised. I should like to call for a system whereby immigration policy is left with the Member States. In that way, every Member State can have its own clear set of procedures. In an EU context, we can then agree on whether people are allowed to travel freely and to move to other countries."@en1
