"Mr President, thank you for the work done, and for the conclusions and guidelines that have come out of the common agricultural policy (CAP) health check and Mr Capoulas Santos’s report. Agriculture is, indeed, an economic sector that cannot respond to market signals alone. Agricultural activity certainly affects food self-sufficiency but also, as we see too often, regions and employment. Scrapping market instruments would be a serious blow to our agriculture. Decoupling, for example, presents real problems for certain areas of livestock farming, namely suckler cows and sheep, and I am very pleased to have heard Mrs Fischer Boel speak just now on this issue. What is more, it is clear that strictly adhering to historic references would pose a major obstacle to any possible reform. I still believe, however, that the issue of the second pillar of the CAP is an essential one since rural territories need to rely on agricultural activity in order to develop employment in rural areas. We must, therefore, think about this issue of the second pillar without, of course, cutting off the first."@en1
