"Mr President, at the beginning of the 2000s we set the financial framework of the common agricultural policy (CAP) until 2013. Farmers have made investments based on those figures. Now, will we decide, half-way through the campaign, to reduce the payments that they are entitled to expect? This is unfair. I am against modulation as recommended by the European Commission or the Capoulas Santos report. The CAP is intended to support and give structure to agriculture. By way of example, we are seeing a general slump in livestock farming in favour of imports of sheep from third countries. Livestock farmers need a CAP that supports them. Ewe premiums are required, then, as well as environmental bonuses for keeping pastures and national reserves to deal with the ravages caused by outbreaks of disease, particularly bluetongue disease. Minister, Commissioner, ladies and gentlemen, farmers are counting on us!"@en1
