"Mr President, today Commissioner Hübner finds herself in a very difficult situation. She has to reply on behalf of the Council, which has no representatives present. During the Danish presidency in 2002, when there was a flash flood, they managed to mobilise themselves and prepare the relevant documents in a matter of weeks. Today we should accuse the four presidencies for this sluggishness in reforming the Solidarity Fund. We need this Fund. The aid from it should not just be a token of our solidarity, but needs to be fast and effective, with a minimum of red tape. I believe that we need to address two issues here. One is how the Solidarity Fund should be managed, and in what situations, and the other is how to use other resources, from other funds, such as the Cohesion Fund, for long-term disaster prevention activities. But this is a separate subject. I would like to take this opportunity to ask the Commissioner a question. At one time the question was discussed of setting up a ‘rapid reaction instrument’ and of readiness for major disasters, with a budget for this eventuality of approximately EUR 200 million. I do not know what is happening with this project, which is also related to the issue under discussion."@en1
