"Thank you very much, Mr President. Commissioner, ladies and gentlemen, the European Community created the Solidarity Fund with the stated purpose of enabling it to respond in a rapid, efficient and flexible manner in cases of dire emergencies. It cannot be said, however, that promptness and efficiency characterise the Council when it comes to formulating a common stand.
Unfortunately, the greatest natural disasters do not wait for the formulation of a common stand. In spite of positive results obtained since the existence of the Solidarity Fund, further improvements are needed in order to be able to deliver aid more rapidly and efficiently to those in need. There are enormous challenges facing us, and for this reason I cannot understand why the years go by without the Council taking any decision. Our citizens’ understanding will be even harder to gain than mine.
We must not allow further delay, but need to strive for a debate that leads to results, and come to an agreement as soon as possible in order to meet the challenges posed by more and more frequent natural catastrophes. Thank you for your attention."@en1
