".
A European framework for regulating airport charges is of major importance in terms of reducing the cost for people travelling within the European Union and therefore, of increasing workers’ mobility, especially those who are highly qualified.
Worker mobility is actually a key element in an effective labour market, in the context set out in the relevant chapter of the Lisbon Strategy, aimed at economic growth and increasing the number of jobs. Furthermore, facilitating the movements of highly qualified workers would lead to an increase in information flow and in useful knowledge in the production areas with high added value, in keeping with the aim of the Lisbon Strategy to transform the European economy into the most dynamic knowledge-based economy in the world."@en1
