". Mr President, I think this is precisely what we are trying to do: to reconcile the fact that Europe always needs immigrants. We are clearly going to be at a disadvantage demographically and in terms of attractiveness in comparison with other regions of the world and we must therefore maintain an open policy both within the European Union and towards real emerging countries and, within that framework, we must make sure, on the one hand, that we have a legal framework for economic migrants and, on the other hand, that we strike balanced agreements with the countries of origin by combining our uptake capacity and preventing a brain drain as far as they are concerned. I think that to take account of the new phenomena of economic migration and to give them a framework is one of the most innovative elements of the Pact on Immigration and Asylum accepted by the 27 Member States. In answer to the honourable Member’s question: yes, we shall try in this area to follow some of what has been done in the United States in an intelligent and efficient manner."@en1
