The ‘catch-the-eye’ procedure is not intended as a cunning way of speaking when you have not been allocated any time. We are going to submit the procedure to the Bureau because increasing numbers of Members are using this. Clearly, when 14 or 15 Members ask for the floor in this way, we simply cannot fit everything in. In any event, please be aware that, if you speak very quickly, only you and your compatriots will be able to understand as no interpreter can keep up at that speed."@en1
